City Government Description
The City of El Paso operates under a council-manager form of government. The elected City Council and Mayor set policy, and appoint a professional City Manager to carry out those policies and oversee daily operations. The system is designed to combine political leadership (from elected officials) with managerial expertise (from an appointed executive). :contentReference
El Paso’s municipal elections are officially nonpartisan, and city officials (Mayor and Council) serve four-year terms, with limits on consecutive service under the city charter.
Some key elected and appointed officials (as of the most recent information): the Mayor is Renard Johnson (first sworn in 2025) , and the City Manager is Dionne Mack. The City Attorney, City Clerk, Police Chief, Fire Chief, and other department heads run their respective offices under the oversight of the City Manager and Council.
The City government manages a wide range of municipal functions, including public safety (police, fire), planning & inspections (building permits, zoning) , public works, parks & recreation, economic development, museums & cultural affairs , utilities, transportation, and other services.
The seat of government is El Paso City Hall, located at 300 N. Campbell, where many of the central administrative and public-facing offices are based.
