EL PASO, Texas — Drivers on Pellicano Drive in far east El Paso County finally have a finished stretch of road after the first phase of a widening project that dragged on for years was declared complete Thursday.
El Paso County leaders held a ribbon cutting at 12751 Pellicano Drive to mark the milestone. Phase One gives the road six lanes, three each way, divided by a raised median between Mission Ridge and Loop 375, a section put first since local homes, schools and shops depend on it.
The full project covers about three miles from Loop 375 toward Darrington Road and will eventually add bike lanes along with the divided six-lane layout and medians. The Camino Real Regional Mobility Authority manages the work and oversaw its design. Crews also cleared overgrown brush, installed new high-visibility traffic control equipment and began building a detention pond near a school to help with safety and drainage.
The road was slowed by a contractor default, lawsuits and appeals. The first contractor, JAR Construction, went bankrupt in 2023, and HAWK Construction took over and finished Phase One. The authority’s executive director, Raymond Telles, called it the hardest project of his career, and Precinct 3 Commissioner Iliana Holguin said frustrated residents and business owners who struggled to reach their shops pushed the county to move quickly.
Phase Two is still ahead, and no construction start date has been set. The county thanked nearby residents for their patience throughout the long construction work.
