EL PASO, Texas — Big rigs on Transmountain Road, the immigrant detention camp at Fort Bliss and council travel bills are all on the table when the El Paso City Council meets Tuesday in El Paso, Texas.
The truck item comes from West Side city Rep. Alejandra Chavez, who represents District 1. It follows the Oct. 19 wreck in which a semitrailer with apparent brake failure rolled down the mountain and struck several vehicles at North Desert Boulevard, killing one man and injuring nine people. Her measure tells the city manager and city attorney to work with the Texas Department of Transportation on ways to restrict heavy trucks, including alternate truck routes, and to report back within 30 days. Because the road is a state highway, any limits would need TxDOT’s help.
Chavez has said the state’s mechanical runaway truck ramp, open since July 1 and the first of its kind in Texas, did not stop the crash. TxDOT has said the ramp has never been used. On Oct. 21, two days after the wreck, El Paso police started checking semitrailers on the road; officers ran 11 inspections that first day and turned up 23 violations, seven of them serious enough to take a truck out of service.
City Reps. Josh Acevedo and Lily Limón want a resolution drafted calling for the closure of Camp East Montana, which opened in August 2025 and has seen three deaths in custody. The council’s authority over the federal site is unclear.
Rep. Chris Canales is proposing that council members disclose any taxpayer-paid travel at each regular meeting. If it passes, a formal resolution would come back Nov. 10.
